Law enforcement agencies traditionally get their federal information through their respective state’s CJIS System Agency (CSA)—usually the state police or state department of justice. Since the states control the key at that level, tribes can be refused access by states to information systems that the federal government allows tribes to access. There are also other contributing roadblocks as well, such as a lack of the finances and technology required to support access to such robust systems
